Clearwater Port files Updated Deepwater Port Application

OXNARD, Calif. – Clearwater Port announced today that it has filed June 30th an updated application for a Deepwater Port License with the U.S. Coast Guard and the California State Lands Commission, the lead agencies in the permitting process. The regulatory process involves 17 different federal, state and local authorities examining safety and environmental elements of the project.

The updated application has been enhanced significantly and responds to previous comments received from various regulatory agencies and the general public. Some of enhancements that the project has incorporated include using Ambient Air Vaporizers (heat exchangers) to reduce air emissions; switching to an offset dual-berth mooring system to increase supply reliability and affordability; and replacing the existing platform topsides with a new, two-deck cryogenic structure to minimize weight, optimize operations, and reduce total Project construction time.

Former Ventura County Deputy District Attorney Jeff Gorell announced as Clearwater Port Government and Community Affairs Director

OXNARD, Calif. – Clearwater Port LLC – a safe, environmentally sound liquefied natural gas (LNG) terminal proposed on an existing platform 12.6 miles off-shore from Oxnard – announced today that former Ventura County Deputy District Attorney Jeff Gorell will serve as its Director of Government and Community Affairs.

“Our priority is a long-term relationship with the community based on openness and straight talk, so we’re delighted that Jeff is joining us”, said Paul Soanes, President of NorthernStar Natural Gas Inc. “As a successful prosecutor in the D.A.’s office, he brings years of knowledge and experience serving and protecting the interests of the people of Ventura County. Gorell has extensive experience at the local, state and federal level. From 1999 to 2006, he advocated before the California Superior Court as a deputy district attorney for Ventura County. Gorell is very active in local public policy, serving on the BRAC committee to save Ventura County Navy Base, and the Board of Directors for the American Red Cross of Ventura County. Mr. Gorell is also a Navy reserve officer and veteran. He worked in Navy crisis management and public affairs before becoming a reserve intelligence officer. Additionally, he served as a speechwriter and deputy press secretary in the California Governor’s Office, and served as the director of communications for the California Manufacturers and Technology Association.

OXNARD, Calif. – Clearwater Port – a safe, environmentally sound off-shore terminal for meeting the growing clean energy needs of Ventura County and California – has been significantly strengthened by becoming part of NorthernStar Natural Gas, Inc., according to top officials at the U.S.-owned and managed company, which specializes in developing domestic liquefied natural gas projects.

“With NorthernStar Natural Gas, Clearwater Port has significant competitive advantages that should translate into lower cost gas delivered sooner, for consumers in Ventura County and California,” said NorthernStar President Paul Soanes, who previously played a central role in Crystal Energy’s leadership. “Clearwater Port has the resources and expertise to build and operate a safe, environmentally sound clean energy terminal that Ventura County and California need.”

Clearwater Port’s construction timeline is shorter, in part because the terminal will not have on-site storage of liquefied natural gas. Instead, Clearwater will immediately return liquefied natural gas to its gaseous state (regasification), and then use undersea pipelines along Platform Grace’s existing pipeline corridors to transmit the natural gas into the underground SoCal Gas system for use in homes and businesses in Ventura County and California.

In March, Crystal Energy, LLC, and its wholly owned subsidiary, Clearwater Port, contributed their ownership to NorthernStar Natural Gas. Mr. Paul Soanes and Mr. Si Garrett, who were previously involved in the Crystal Energy leadership team, continue to actively oversee development of Clearwater Port, as President and Chief Executive Officer of NorthernStar Natural Gas, respectively. NorthernStar Natural Gas Announces Successful Funding for Development for Clearwater Port and an Oregon-based LNG Terminal
Projects Fully Funded Through Development Stage

LOS ANGELES – NorthernStar Natural Gas Inc., a U.S. – owned and managed company focused on the development of domestic LNG terminal projects on the West Coast of the United States, today announced it has successfully completed a $100 million private offering of convertible notes to qualified institutional buyers. The company is committed to providing a safe, affordable and environmentally superior solution to the growing need for additional natural gas supplies in the western United States.

The net proceeds of the notes will be used to fund the development of NorthernStar's existing LNG projects in Oregon and California, as well as potential new opportunities. To date, the company has already expended in excess of $35 million on furthering the development of its existing terminal projects: Bradwood Landing located on the Columbia River in Oregon, and Clearwater Port located on an existing oil platform 12.6 miles offshore of Oxnard, California.

Both projects, if completed on schedule, are expected to be the first operating LNG terminals in their respective markets. At this time, Bradwood Landing is the only LNG terminal project in the Pacific Northwest that has advanced to the final stages of the Federal Energy Regulatory Commission (FERC) permitting process.

Because Clearwater Port utilizes an existing platform and does not require construction of LNG storage facilities, NorthernStar believes that it can complete construction in a substantially shorter timeframe compared with other offshore terminal proposals in Southern California.

The company is currently finalizing improvements to the Clearwater Port project and preparing to file an updated application in June with the U.S. Coast Guard and California State Lands Commission.

Crystal Energy, LLC, and its wholly owned subsidiary, Clearwater Port, transferred 100 percent of their ownership to NorthernStar as part of the consolidation that took place in March of this year. Paul Soanes and Si Garrett, who were previously involved in the Crystal Energy leadership team, will continue to be actively involved in overseeing development of these projects through their roles as President and Chief Executive Officer of NorthernStar, respectively.
